In 2012, El Paso voters approved $470 million for civic improvements. Central to this Quality of Life Bond is the Museum, Cultural, Performing Arts and Library Facilities Proposition, which outlines the role that arts and culture will play in shaping El Paso’s future.
HKS prepared a master plan to establish a sports and cultural district as a destination attraction for diverse populations in the region. The master plan is the result of an extensive analysis of city districts, transportation and traffic, parking provisions, public open space systems and development patterns. We also factored into our planning an analysis of the cultural arts audience base as well as demand levels for the proposed venues. The key element of the plan, a newly-designed open space, strengthens downtown and ties together a Hispanic cultural center, a children’s museum and a new sports arena.
